The situtaion as it will exist if the proposed action is taken. In contrast to the AsIs state.
Often a critical part of a business case.
In many cases it may also be useful to consider the Blue Sky situation, that is the implementation that would be created if there were no constraints of time, resources and cost. Comparing the ToBe with this unachievable state ensures that changes are moving the system in the desired direction.
