Coverage

A measure of how completely a classification scheme encompasses all the possible values. The most important measure of coverage is whether it is total or only partial. Any classification scheme that does not include all the possible values cannot be normally be considered a taxonomy.

Because of issues with coverage it is common to add the extra category "other". This is almost always a bad approach that will lead to difficulties later.
