I don't think, that informations about Japanese artist are important. In 1983, Moonlight Shadow was one of Top 20 hits of the year, Africa & Islands in the Stream were bigger hits than Sexual Healing, 2nd biggest hit was Billie Jean, and Always On my Mind was one of Top 40 hits of 1982.
As we mentioned in reply to your other comment there was a mistake in the way the algorithm was calculated for Japanese music of the 1970s and 1980s. We have tried to fix it. We hope the listing is now better (and if you see any other obvious errors we'd be happy to hear about them).
You suggest that "Moonlight Shadow" should be in the top 20 for 1983. But its complete lack of success in the largest music market in the world (the US) makes a global ranking of 26 seem about right to us.
You also claim that "Africa" & "Islands in the Stream" were bigger hits than "Sexual Healing". "Africa" was never certified Platinum in the US, unlike the Marvin Gaye song. "(Sexual) Healing" is one of the Rock and Roll Hall of Fame 500, unlike "Islands in the Stream", and in the second largest English language music market in the world, the UK, Marvin Gaye peaked at number 4 while Kenny Rogers & Dolly Parton only managed number 7.
Various scoring algorithms might order them differently, but again the current ordering does not seem unreasonable to us.
You further suggest that "Billie Jean" was a bigger hit than "Every Breath You Take", by the current metric (2.0) it wasn't (the scores are really close though and any slight change might alter that). The Police song was nominated for both the Grammy and MTV Video awards, and it placed higher in the CashBox chart. Again the current ordering is not bad enough to be clearly wrong.
Finally you question the placing of Willie Nelson's song "Always On my Mind" in position 41 of the 1982 chart. The fact is that the song was a hit, but only in the US, it managed a peak of 17 in Holland and 49 in the UK. All the songs above it were top 10 hits in at least 3 countries. Again we think that the result seems fair.
So we still think that our metric is reasonable for all these cases. However we would encourage you to play with the CSV file to see if there is an alternative that better matches your impression of success. If you find anything interesting, or you can suggest a different approach we would be happy to hear from you.

You are right the recent fix to the scoring system did mess up with some charts from the 1970s and 1980s. The problem is that the adjustment to "tone down" the impact of the European charts from the 1990s unfortunately also emphasised the "Rest of the World" charts from this era.
We've tried to adjust the algorithm to ensure this doesn't happen in future. Thanks for drawing our attention to this oversight.

The page about "The Cars" (http://tsort.info/music/wxykn5.htm) has details of their hit songs. According to Wikipedia their first single was the song "Just What I Needed" which was released by Elektra in early 1978. You will see that our listing shows it entering the Billboard chart in June 1978.
This site lists songs in the charts (which is of course a slightly different thing from "good songs"). Our listing correctly shows that The Cars had no hits in 1977, their chart career started in 1978.
Of course many of the songs on their first album were being performed (in New England and elsewhere) in 1977, however they were not hits until later.
Their early singles did not gather enough chart entries to be listed in the year pages (we only list the top 100 songs of each year). You could have found the artist pages: by searching on the "Songs" page or the "Song Artists" page; by looking at the "Page index for artists"; or by looking at the site index (under "C" on the "Carol - Chalk" page).
